Overview

Welcome to the County’s Capital Improvement Plan (CIP) website where you can learn about ongoing CIP planning efforts.  General Plan implementation program LU-1 organizes the County unincorporated communities into 11 planning areas and requires that a capital improvement plan be developed for each of the planning areas. This site provides an overview of the CIP program, maps showing the unincorporated communities for each planning area, links to detailed information on each specific CIP, and how to sign up to stay updated on the CIP development process.

In recent years, the Board of Supervisors adopted area plans for unincorporated communities in the East San Gabriel Valley, Metro, South Bay, Westside, and West San Gabriel Valley planning areas. Between 2025-2029, the County will be developing CIPs to accompany the adoption of the area plans. Each CIP will outline infrastructure needs, project priorities, and potential funding sources to support existing and new development in these unincorporated areas. Preliminary work on these CIPs is anticipated to begin in the summer of 2025, with community engagement activities planned throughout the life of the project.

What is a Capital Improvement Plan?

A Capital Improvement Plan (CIP) is a long-term strategic plan that guides how the County prioritizes, plans, and funds infrastructure projects over the next 5-10 years.  The CIP will focus on maintaining, improving, and expanding essential public infrastructure, specifically related to mobility/transportation, water, sewer, stormwater management, and energy.  It will help identify priority projects, potential funding sources, and estimated timelines for project completion. The goal of these CIPs is to plan for public infrastructure that will be designed to mitigate future risk conditions amplified due to climate change.

Why It Matters

Infrastructure investment is necessary to ensure the County’s critical infrastructure remains reliable, efficient, sustainable, and resilient to meet community needs and support future growth.  Through strategic planning, the CIP helps enhance public safety, quality of life, and equitable access to essential services.  The CIP will act as a primary tool to implement the County’s General Plan as described in its implementation program.

Why Are We Creating a Capital Improvement Plan?

The recently adopted area plans rezoned for over 56,000 additional housing units to address housing needs in these communities over the next ten years. To encourage actual units to be built, the CIPs will prioritize creation of infrastructure that will support quality community growth. CIPs are intended to improve infrastructure that enhances quality of life, ensure infrastructure can accommodate future growth, and build climate resilience. LA County Planning (DRP), in collaboration with the Department of Economic Opportunity (DEO), Chief Sustainability Office (CSO), Public Works (DPW), and other County developments, will develop a CIP for the five unique Planning Areas that are equitable, resilient to climate change, and multi-beneficial.
