Housing Ordinances
Update

OVERVIEW

The Housing Ordinances Update (HOU) proposes amendments to Title 21 (Subdivisions) and Title 22 (Planning and Zoning) of the Los Angeles County Code to: 
  • Align local housing development regulations in the unincorporated areas of Los Angeles County with recent changes in state law;
  • Remove zoning barriers to fair housing; and
  • Simplify language and correct existing errors in the County Code to improve clarity and facilitate implementation.

The Regional Planning Commission closed the public hearing and unanimously voted (4-0) to recommend approval of the Housing Ordinances Update on December 3, 2025. The ordinance is now scheduled for a Board of Supervisors hearing on Tuesday, May 12, 2026.
