The Conservation and Natural Resources (CNR) Element is part of the Los Angeles County 2035 General Plan and guides how the County protects and manages natural resources, including open space, habitat, water resources, scenic resources, and other environmental features that support biological diversity, climate resilience, and quality of life.
The Parks and Recreation (PR) Element guides how the County plans for parks, trails, recreational facilities, and access to outdoor spaces. Policies in the PR Element are being updated in coordination with the CNR Element because parks, trails, and open spaces are part of the County’s broader natural resource network.
These Elements are being updated to comply with recent State laws, including SB 1425, which requires local governments to address equitable access to open space, climate resilience, and rewilding opportunities, and AB 1889, the Room-to-Roam Act, which focuses on wildlife connectivity, biodiversity, and reducing the impacts of human activities on natural habitats. These updates will provide current and comprehensive policy guidance that balances conservation, recreation, responsible development, and long-term environmental stewardship.
As part of this effort, the County is also updating the Significant Ecological Areas (SEA) Ordinance to incorporate technical updates and clarification, and the Hillside Management Areas (HMA) Ordinance to convert existing hillside design guidelines into development standards that strengthen the protection of hillside resources.

Look up your property on the SEA map
An interactive online map is available to explore the proposed boundary revisions, read the descriptions and ecological justification, and submit comments through the map. You can search by Assessor Identification Number (from your property tax bill) or property address to see if your property is within a proposed SEA.
