Conservation and Natural Resources Element & Parks and Recreation Element

The CNR and PR Elements help guide how the County plans for conservation, recreation, community access, and long-term environmental stewardship.

These Elements are being updated in coordination because parks, trails, open spaces, habitat, and natural resources are part of a connected system. This coordinated approach helps align County polices related to equitable access to open space, climate resilience, biodiversity, wildlife connectivity, rewilding, and recreation.

What is being updated in the Parks and Recreation Element?

The PR Element is being updated under two separate efforts. Updates to the background information are being processed separately through the General Plan Tune-Up 001 Project. The updates included in this effort are focused on policy revisions that support coordination with the CNR Element and help address the topics of the recent State laws, including SB 1425 and AB 1889.

These policy updates will help strengthen the relationship between parks, open space, natural resources, and community access across the County.
