The Los Angeles County 2045 Climate Action Plan (2045 CAP) was adopted by the Board of Supervisors and took effect on June 25, 2024. The 2045 CAP is the County of Los Angeles’ plan for reducing greenhouse gas (GHG) emissions in the unincorporated areas of the county. GHG emissions are the primary contributor to climate change, which causes increased frequency, duration, and severity of extreme weather and climate-related disasters. The 2045 CAP is a comprehensive and actionable plan that identifies detailed programs, actions, and performance goals that provide a road map to achieving the County’s three targets and one aspirational goal. The targets require reducing GHG emissions according to the following:
- 40 percent below 2015 levels by 2030
- 50 percent below 2015 levels by 2035
- 83 percent below 2015 levels by 2045
These targets will ensure that the County contributes its fair share to statewide GHG emissions reduction as defined by Senate Bill 32 (reduce statewide anthropogenic GHG emissions to 40% below 1990 levels by 2030) and Assembly Bill 1279 (reduce statewide anthropogenic GHG emissions at 85% below 1990 levels by 2045). The 2045 CAP also includes an aspirational goal to reach carbon neutrality by 2045 to further align with the State’s climate goal in AB 1279 to achieve net zero greenhouse gas emissions as soon as possible, but no later than 2045. The 2045 CAP includes 10 strategies, 25 measures, and 94 actions across all GHG emissions-producing sectors.
The 2045 CAP provides a robust and transparent discussion of equitable climate action. The level of planning, policy change, and investment needed to implement the 2045 CAP actions creates an opportunity for the County to integrate equity in ways that help reverse the trends of discrimination and disinvestment. The 2045 CAP provides guiding principles, action-oriented approaches, and an implementation plan to ensure that equity is embedded in every step of the implementation process. Equity is continuously prioritized through engaging in meaningful public involvement that is anti-racist and inclusive; prioritizing funding and action in frontline communities; designing transportation and land use solutions to eliminate disproportionate burdens on frontline communities; and partnering with local and nonprofit organizations to assist low-income, disadvantaged, and vulnerable communities on information and resource access.
The County is strongly committed to the successful implementation of the 2045 CAP to achieve the set targets and carbon neutrality goal. Implementing the 2045 CAP will require coordination across County departments; collaboration with community partners, residents, and other stakeholders; identification of funding opportunities; and integration of 2045 CAP implementation with other County planning and administrative processes. The 2045 CAP is a dynamic document that will be monitored and evaluated for its effectiveness on an ongoing basis. Monitoring allows the County to make timely adjustments to implementing actions as technologies, federal and state programs, and circumstances change.
