Overview
The Modification Ordinance restructures and consolidates current processes for modification of development standards in Title 22 – Planning and Zoning – of the Los Angeles County Code to facilitate uniform and equitable review of development standards for both new and existing development Countywide. The Ordinance includes the following major changes to Title 22:
- Consolidates several existing permits and reviews that relate to modifications into three application types: Ministerial Modification Review, Modification Permit for minor modifications, and Variance for major modifications.
- Shifts modification of standards from use permits to Modification Permits and Variances
- Establishes the role of a Zoning Administrator to review discretionary applications for modification requests
- Aligns modification procedures in Community Standard Districts to the Modification Permit and Variance procedures, and removes duplicative language
- Corrects and standardizes side yard setback modifications, including for narrow lots, in three Transit Oriented District Specific Plans
