Senate Bill 79

SB 79, enacted on October 10, 2025, establishes new statewide standards for transit-oriented development (TOD). It sets minimum density, height, and floor area ratio (FAR) requirements for housing and mixed-use projects near major transit stops.

For unincorporated areas, SB 79 will not take effect until June 30, 2029, at the start of the 7th Regional Housing Needs Allocation (RHNA) cycle. If the County adopts its own Transit-Oriented Development (TOD) alternative plan under this law, those local standards would apply instead of the State standards established by SB 79.

Note: The map linked below shows TOD areas around existing and planned transit stops identified in the Southern California Association of Governments (SCAG) Regional Transportation Plan. The density, height, and FAR standards are established by the State through SB 79 and provided for reference only. They will not apply in unincorporated Los Angeles County until June 30, 2029, and may change if the County adopts its own TOD alternative plan.
