Project Background
The project is an amendment to the General Plan to incorporate by reference the 2025 County of Los Angeles All-Hazards Mitigation Plan (2025 AHMP) into the Safety Element of the General Plan. The 2025 AHMP was prepared by the Los Angeles County Office of Emergency Management (OEM) and includes updated community profiles, risk and vulnerability assessments, mitigation goals and actions, and addresses emerging threats such as climate change. The 2025 AHMP was adopted by the Los Angeles County Board of Supervisors (BOS) on September 9, 2025, and approved by the Federal Emergency Management Agency (FEMA) on September 16, 2025.
The federal Disaster Mitigation Act of 2000 requires local jurisdictions to prepare and maintain a current FEMA-approved local hazard mitigation plan to remain eligible for federal hazard mitigation assistance programs. The 2025 AHMP satisfies these federal requirements and maintains the County’s eligibility for hazard mitigation assistance. Additionally, California Assembly Bill 2140 (AB 2140) encourages local jurisdictions to incorporate their FEMA-approved local hazard mitigation plan into the Safety Element of the General Plan to be eligible for additional State cost-share funding under the California Disaster Assistance Act.
This amendment does not modify the existing Safety Element content and does not approve or authorize any specific projects.
