Rezoning Program

Overview

The Gateway Planning Area Rezoning Program included amendments to the County of Los Angeles General Plan, updates to County Code Title 22 (Planning and Zoning), and certification of the Gateway Planning Area Rezoning Program Addendum to the Housing Element Update Final Program Environmental Impact Report. The program established land use policy and zoning changes for the unincorporated communities of South Whittier-Sunshine Acres and West Whittier-Los Nietos in the Gateway Planning Area.

The rezoning program implemented the land use policy and zone changes outlined in the Revised County Housing Element for 2021-2029 and introduced requirements for affordable housing set-asides in housing developments on specific parcels identified in the Revised Housing Element, in compliance with State law. This program aligns land use regulations with housing affordability and accessibility objectives.

The Board of Supervisors adopted the Gateway Planning Area Rezoning Program on November 21, 2023. The effective date of these changes is December 21, 2023

This project completes the proposed land use policy and zone changes in the communities of South Whittier-Sunshine Acres and West Whittier-Los Nietos as described in the County of Los Angeles Housing Element Update Rezoning Program rezoning program 2021-2029
