In March 2019, staff developed a Draft Inclusionary Housing Policy Outline informed by preliminary outreach and engagement with building industry stakeholders, affordable housing advocates, County departments, community groups, and residents. The draft policy outline introduces proposed inclusionary housing policies related to the following:

  • Housing Tenure & Applicability
  • On-site Set-asides (Ownership and Rental)
  • Duration of Affordability (Ownership and Rental)
  • Development Standards
  • Alternatives
  • In-lieu Fees

In September 2019, staff released a Preliminary Draft Ordinance based on additional feedback from stakeholders.

Inclusionary Housing Requirements
The inclusionary housing requirement should be calculated using the baseline dwelling units, prior to the granting of any density bonus.

(Please note that the inclusionary housing requirement shall be determined through an updated feasibility study to reflect current market conditions, and may be subject to change.)

Inclusionary Housing Feasibility Study

As part of the Affordable Housing Action Plan, an Inclusionary Housing Analysis was conducted in 2018 to evaluate the economic tradeoffs associated with new inclusionary housing requirements. The study conducted a series of pro forma analyses of prototype ownership and rental apartment projects in 6 submarket areas to determine what affordable unit set-asides and range of in-lieu fees can be supported on a financially feasible basis without adversely deterring future development.
