On September 3, 2019, the Board adopted the Florence-Firestone project.

Community Plan

The Florence-Firestone Community Plan is a policy document to guide the future development, conservation and maintenance of the Florence-Firestone community. The Community Plan articulates a vision, and provides goals and policies to guide land use decisions made by property owners, developers, planners, businesses, agencies and others towards that vision. The Community Plan was recommended for approval to the Board of Supervisors by the Regional Planning Commission on November 15, 2017. The Board of Supervisors held their public hearing on February 27, 2018, and indicated their intent to approve the project. The Board adopted the project on September 3, 2019 and it will become effective on October 3, 2019.

Florence-Firestone Community Standards District (CSD) Update

Florence-Firestone-specific regulations are being revised

Florence-Firestone-specific regulations have been revised Part of the Los Angeles County Zoning Ordinance, also known as Title 22, the Florence-Firestone CSD is a set of supplemental zoning regulations developed especially for, and applicable only within, the unincorporated area of Florence-Firestone. The CSD was established in 2004 to help enhance the appearance of the community, promote property maintenance, and improve compatibility between land uses. The purpose of the adopted update is to provide enhanced clarity with regard to key implementation and enforcement issue areas.

Zone Change Ordinance

Is your parcel affected by a zone change?

With the adoption of the General Plan by the Board of Supervisors on October 6, 2015, zone changes were made to implement the land use policy map and resolve existing or newly created inconsistencies between land use and zoning. The General Plan-related zone changes were adopted in October 2015 and became effective in November 2015.

The Florence-Firestone Community Plan Program includes certain zone changes. The draft zone change map is available online! An interactive mapping tool is now available to find web-based land use information in Florence-Firestone.

Project History

The Florence-Firestone Community Plan is a participatory planning initiative that seeks to develop a long-range, comprehensive plan for the community of Florence-Firestone. Development of the Plan is a highly collaborative and iterative process. Community members and County agency staff work together to identify the issues and craft long-term goals and policies to help realize the common vision. The Plan is an outgrowth of a visioning process conducted in 2009, which yielded a Vision Plan and Vision Poster. In 2011, through a collaborative public participation process, that vision evolved into a Community Plan Poster and Preliminary Draft Community Plan.

Public Outreach, Workshops and Hearings

Community participation is at the heart of the planning process. Residents, business owners and other stakeholders were invited to share their ideas regarding the future of Florence-Firestone at a series of community workshops in 2009. The result of these workshops was the Florence-Firestone Vision Plan. A second series of workshops was held in 2011 to refine the broad direction provided in the Vision Plan and to develop components of the Community Plan. Throughout the planning process, DRP staff reports to, and receives direction from, the Regional Planning Commission.
