The Los Angeles County Community Climate Action Plan 2020 (CCAP) was adopted by the Los Angeles County Board of Supervisors on October 6, 2015, as part of the Los Angeles County 2035 General Plan. Since it’s adoption, the Department of Regional Planning (DRP) has been working collaboratively with other County Departments and individually on ordinance amendments to Title 22 in order to implement the CCAP. DRP is currently working on the following CCAP implementation ordinances for Title 22:

  1. Title 22 Compatibility for Cool Roofs and Cool Pavement
  2. Electric Vehicle Infrastructure as an Accessory Use
  3. Idle Reduction
  4. Secondary Uses Under High-Voltage Power Lines

In a motion on August 1, 2017, Board of Supervisors instructed the Director of Public Works, in coordination with the Director of Planning, the Chief Sustainability Officer and the Director of Public Health, to undertake a public engagement process with interested stakeholders, including those from environmental groups, the building and roofing industries, labor organizations, ratepayer advocates and others, to solicit feedback on an ordinance amending the County of Los Angeles Building Code to require installation of cool roofs. The CCAP Implementation Ordinances 2017 and the motion are separate County efforts.

Project Status

June 6, 2018 Board of Supervisors Consent

On June 6, 2018, the Board of Supervisors adopted the ordinance. The ordinance shall take effect July 6, 2018. Additional information is located under Item 44.

October 24, 2017 Board of Supervisors Public Hearing

On October 24, 2017 the Board of Supervisors held a public hearing for this ordinance. After taking testimony, the Board of Supervisors closed the public hearing, indicated its intent to approve the project, and instructed County Counsel to prepare the final ordinance and bring it back to the Board of Supervisors for consideration and adoption as revised on a date TBD.
