The Twin Lakes area of Los Angeles County was established in the 1920’s as a rural resort area in the northern San Fernando Valley. By 1988, development pressures in the County and infrastructure inadequacies were beginning to adversely affect the rural nature of the unincorporated Twin Lakes community. The Twin Lakes Community Plan was written and adopted by the County to address these infrastructure and development concerns, and to guide development so that the rural atmosphere of the Twin Lakes community would be retained.
