Los Angeles County Airport Land Use Plan

State Law requires the creation of Airport Land Use Commissions (ALUCs) to coordinate planning for the areas surrounding public use airports. In Los Angeles County the Regional Planning Commission has the responsibility for acting as the Airport Land Use Commission and for coordinating the airport planning of public agencies within the county. (The complete text of the Airport Land Use Commission Law is contained in the Appendix)

The purpose of the law is to protect the public health, safety and welfare by ensuring the orderly expansion of airports and the adoption of land use measures that minimize the public’s exposure to excessive noise and safety hazards within areas around public use airports. The ALUC is also concerned with airport activities which may adversely affect adjacent areas and nearby land use which may interfere with airport operations. Specifically, the ALUC is required to prepare and adopt a Comprehensive Land Use Plan (CLUP). ALUC reviews and makes recommendations concerning certain projects within the ALUC planning boundaries, and reviews and makes recommendations on regulations of local agencies. Though given the authority to review and make recommendation the ALUC does not have jurisdiction over airport operations.
