LA County Housing Element Update

What is the Housing Element?

All counties and cities located within the region covered by the Southern California Association of Governments (SCAG), including the County of Los Angeles, are required to prepare and submit their adopted Housing Elements to the State Department of Housing and Community Development by July 1, 2008.

The Housing Element is a component of the Los Angeles County General Plan, which is the outline for growth and development in the unincorporated areas of Los Angeles County.  The purpose of the Housing Element is to analyze existing, and to plan for future needs for all unincorporated areas of Los Angeles County.  The Housing Element must address the housing needs of all income levels and accommodate a diversity of housing types and special needs. The planning period for the next Housing Element update is July 1, 2008 - June 30, 2014.

Public Hearings (NEW)

On April 2, 2008, the Regional Planning Commission continued the public hearing to May 28, 2008 and instructed the staff to report back with a revised Draft that incorporates many of the public comments received.

Draft Housing Element

The Initial Draft of the 2008-2014 Housing Element is now available for public review and comment. Click here to view the complete County of Los Angeles General Plan Housing Element - DRAFT (PDF). The document is divided into four chapters and eight appendices.

Appendices

Much of the Housing Element’s required contents is included in the Appendices. State law now requires that a listing of all the parcels available for housing development be included with the Housing Element as the Adequate Sites Inventory, which is in Appendix A.

The review period and public hearings are opportunities for members of the public to participate in the Los Angeles County Housing Element Update. The Draft Housing Element, and subsequent revisions, will be available for review on this web page.

Adopted Housing Element 1998-2005

Housing Element Progress Report
