Overview

The Hauled Water Initiative is an effort by the County to determine the feasibility of using hauled water as a potable water source for new single-family residential development, where there is no other feasible source of municipal or well water available. Documents related to this proposed initiative are available under the Documents section on this page.

Background

In response to a motion by Supervisor Antonovich, the County’s Chief Executive Officer (CEO) convened the Hauled Water Task Force (“Task Force”) comprised of staff from the Departments of Public Health, Public Works, Regional Planning, Fire, and County Counsel, to study the use of hauled water as a potential source of potable water in certain parts of the County. The Task Force prepared an informational report on the feasibility of using hauled water and presented the report to the Board of Supervisors in 2009.

From 2010 to 2012, at the direction of the Board of Supervisors, the Task Force presented the informational report’s conclusions at a series of community meetings in Juniper Hills, Lancaster, and Acton, and met with community members to discuss their concerns with the report. Based on community input and consideration of other potential impacts, the Task Force revised the informational report and several of its recommendations.

The Task Force’s recommendations were compiled into a revised report, which the CEO presented to the Board on August 17, 2012. On September 4, 2012, the Board instructed the Task Force to prepare the appropriate environmental documentation analyzing the potential environmental impacts of a hauled water policy, and to prepare an ordinance for a single-family residential hauled water use policy for new development. The Task Force determined that an environmental impact report (EIR) is required for the ordinance.

Environmental Review

The first Notice of Preparation (NOP) for the environmental impact report (EIR) was released on September 17, 2014. The second NOP was released on May 4, 2015. The comment periods for the NOPs have closed. The County consultant is currently finalizing the Draft EIR.

Schedule

The Draft EIR is being finalized. The release date and comment period will be posted as soon as available.
