The Regional Planning Commission (RPC) approved the proposed draft Santa Monica Mountains Local Coastal Program on March 7, 2007. The draft LCP will be forwarded to the Board of Supervisors. The Board will hold its own pubic hearing(s) and take additional testimony. The Board may direct Regional Planning staff to make minor changes to the LCP, or, if the Board decides that substantial changes concerning issues that were not considered by the RPC are needed to the LCP, it would be returned to the RPC for further discussion.
When the Board finds the LCP satisfactory and signifies its intent to adopt the LCP, it will be submitted to the California Coastal Commission for its review. The Coastal Commission will hold public hearings and receive additional testimony. If the Coastal Commission recommends modifications to the LCP, the Board will decide whether and how it should be amended to incorporate the Coastal Commission’s recommendations. If the Board makes the changes recommended by the Coastal Commission, the LCP will be certified and the County will have the authority to issue coastal development permits in the Santa Monica Mountains Coastal Zone.
Public participation is part of each step of the certification process. The public will be able to attend and testify at each hearing and meeting of the Board of Supervisors and California Coastal Commission, and to submit comments throughout the process.
