CSD Implementation

On October 28, 2008, The Los Angeles County Board of Supervisors adopted the Baldwin Hills Community Standards District (CSD) which established new development standards and operating procedures for oil and gas production operations in the area. Eighteen community meetings were held to educate the community and receive input during the Environmental Impact Report (EIR) and CSD Adoption process. A critical element of the CSD is the provision creating a Community Advisory Panel (CAP) that will ensure continued input from community residents and advocates. The goal of the CSD is to ensure that all oil field operations are being performed in the safest manner possible. Information on CSD implementation will be available on this website - be sure to check back periodically for updates.

Resources

The CSD took effect on November 27, 2008, setting in motion the implementation milestones that the operator, Plains Exploration and Production Company (PXP), must meet to comply with the requirements of the CSD. Information about these milestones is available in the Notice of Availability below which is organized by due date and provides a brief description of the requirement along with the reference section and page numbers in the certified ordinance. .

Community Advisory Panel (CAP) Meetings

The CAP was established to foster communication and ensure continued community input for the County and for PXP. Twenty one panel seats were allocated to the categories specified in Title 22, Section 22.44.142.J.2.a, by the Director of Planning. Nominations were accepted on a first-come, first-serve basis and the introductory meeting was held March 26, 2009. Panelists on the CAP serve in a representative capacity and all meetings are open to the public. Bylaws were created and approved by the CAP on June 25, 2009.

Note: A motion was carried by a majority of members present at the August 27, 2009 meeting (see Minutes)to recommend that the Acting Director of Planning accept a request for appointment received from a community resident and to additionally appoint two more nominees. The recommendation also included a request to modify the established distribution of seats on the CAP. The Acting Director of Planning determined that the matter should be deferred for a period of six months as indicated in his response dated September 10, 2009.

Access Plans:

As required in the CSD, PXP will maintain and update on a regular basis a dedicated website to provide information on oil operations at the oil field. Electronic copies of all monitoring and compliance reports and results, plans, audits and studies and any other available documents required (except that which may not be legally disclosed) is to be available on this website at http://www.baldwinhillscsd.com/documentspage.html

Multiple Agency Coordination Committee (MACC) Meetings

The MACC was established to coordinate activities and communications between the various agencies with regulatory authority over the oil operations within the CSD. While each agency will continue to make its own decisions with regard to their respective areas of authority, the MACC will allow for collection and analysis of data and for discussion of both strategic evaluations and enforcement actions taken by the various agencies at the oil field. Agencies included in the MACC are:

  • Culver City Fire Department (CCFD)
  • County of Los Angeles
    • Department of Regional Planning (DRP)
    • Fire Department (LACoFD)
    • Department of Public Works (DPW)
    • Department of Public Health (DPH)
  • State of California
    • Department of Conservation, Division of Oil Gas and Geothermal Resources (DOGGR)
    • Department of Justice, Office of the Attorney General
    • Environmental Protection Agency, Regional Water Quality Control Board (RWQCB)
    • Environmental Protection Agency, South Coast Air Quality Management District (SCAQMD)

The MACC has no predetermined schedule and meets on an as needed basis. The CAP and the MACC will communicate via the Department of Regional Planning.
